The Diagnostic and Monitoring of Organizations' Capacity (DMOC) toolkit was developed to conduct various types of organizational capacity evaluations/assessments and, based on each organization's evaluation, develop an action plan, which can be monitored by the organization itself and capacity strengthening advisor or coach. Both the evaluation and corresponding action plan must be developed together with leaders, management, and key members of the organization, who should later finalize and approve the final version of the workplan. An action plan is automatically generated based on the evaluation results, but this can (and should) then be adapted to each organization's needs by prioritizing actions and adding other specific action items.
Once an evaluation is created for an organization, the entire process described above can be done online (with internet connection) or offline (without internet connection).
Before doing an evaluation, the organization must be added to the system, which can only be done while online. In addition to basic information from any organization, DMOC allows users to identify their organizational type, which is used to select evaluation templates that are tailored to their specificities. These templates are used for the evaluation and automatically generate workplan actions. The templates include questionnaires with qualitive and quantitative questions; possible responses for qualitative questions with associated values and actions related to their responses; and specific weights for the evaluation's dimensions. These features allow evaluations to be tailored to projects' objectives and reporting requirements.
DMOC includes a few templates, including for agricultural/farmer cooperatives (of primary and secondary level), and for higher-tier or apex cooperative organizations in any economic activity. More can be added as needed.
Different types of reports can be generated—both those that show comparison of organizations, and others that show an organization's progress. Reports display graphic illustrations of results. Reports, evaluation results, workplans, and organizations can all be printed and/or exported.
DMOC has a section for user management to set up different user types with different roles:
Evaluators and Administrators must have organizations assigned to them in order for them to conduct evaluations. Administrators must have their corresponding projects assigned and must share the project code with those who are invited to create a user account.
DMOC is a flexible toolkit, and Super-Administrators can update options for projects, types of organizations, locations, and products, thus enabling dynamic, ever evolving capacity strengthening work under any type of project.
